Open Question: 2 year old runt cat urinates all over... exhausted every option! Please help!?

My boyfriend and I had rescued a kitten that was abandoned by it's mother two years ago. We raised her from kitten hood, and up until she was 6 months old she used her litter box all the time, never with any accidents. Then, a little while before her first heat, she started to pee on everything.. at the end of the bed, on towels, on clothes, in corners. We spayed her, took her to the vet to rule out any medical issues or UTI's... the behavior carried on. I must note that our cat is extremely high strung and very small and underdeveloped.. she is 2 years old now and never grew beyond the size of a 4 month old kitten! At two years old she weighs only 4 pounds. The vet said she was most likely the runt of the litter, and I know that it is possible for runt cats to have certain behavioral issues due to improper development. What is killing us now is the fact that we have literally done all we can.. from deterrent spays, giving extra attention, extra litter boxes on every floor of the house, keeping clean litter at all times, to enclosing her in a room with a litter box it to try to get her reacquainted with it. The vet even provided her with a prescription for buspar to help with the anxiety.. nothing is helping. Every time we think she may be getting better she has another accident. We have to keep every door shut in the house at all times, and even still she continues to pee on doormats She is the sweetest little cat, but this issue is really starting to wear me out. The smell is awful and it has gotten to the point where it is happening a few times a day. Sometimes she does use the box, but most of the time she'll go where ever, even if the box is 10 feet away. We have 2 other cats that have never had an accident, she is the only one. I personally believe this issue is related to some sort of underdevelopment in her physiology, I need help.. I will NOT have her euthanized and I know no one is going to want a cat that pisses all over the place.. My only other option is adopting her out to some kind of animal welfare group that takes special needs cats, but I would really like to try something, ANYTHING, before I have to do that. Plus I live in metro Detroit and I know every no-kill shelter is over capacity to the brim with homeless cats. I need serious answers on this and would appreciate any input from experienced caretakers of cats. Thank you!
