Open Question: How is general circulation different from circulation around low/high pressure systems.?

With the general circulation model of the earth (hadley cells, coriolis force, westerlies, trade winds, etc. ) you have the basic circulation of winds all over. Why can winds blow in different directions on the microscale? Ex. why does is there sometimes wind blowing towards the west in Detroit.. even though it's in the westerlies so usually wind blows toward the east?
